<br />ATTY/RESO.3131/CC RESO RED MORTON <br />REV: 09-08-15 MLG <br />Page 1 of 3 <br />RESOLUTION NO. <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING AN INITIAL STUDY/MITIGATED NEGATIVE <br />DECLARATION FOR THE SPORTS LIGHTING PART OF THE RED <br />MORTON PARK SYNTHETIC TURF AND TENNIS COURT <br />RENOVATION PROJECT, AND AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THE CONTRACT AND AWARD THE RED MORTON <br />PARK SYNTHETIC TURF AND TENNIS COURT RENOVATION <br />PROJECT TO O.C. JONES & SONS, INC. FOR THEIR RESPONSIVE <br />AND RESPONSIBLE LOW BID OF $4,441,700.00, AND AUTHORIZE <br />THE CITY MANAGER TO INCREASE THE CONTRACT AMOUNT UP <br />TO 10% OF THE AMOUNT AWARDED <br /> <br />WHEREAS, the City’s Parks, Recreation and Community Services Department <br />(the “Applicant”) has identified the need for improvements at Red Morton Community <br />Park, including but not limited to replacement of synthetic turf athletic fields, tennis court <br />resurfacing, and the installation of new and replacement sports lighting (the “Project”); <br />and <br />WHEREAS, the Project helps to implement Policy BC-6.5 and Program BC-11 of <br />the General Plan’s Building Community Element; and <br />WHEREAS, with the exception of the sports lighting part of the Project, all <br />aspects of the Red Morton Park Synthetic Turf and Tennis Court Renovation Project are <br />categorically exempt pursuant to CEQA Section 15301, "Existing Facilities;” and <br />WHEREAS, in accordance with the California Environmental Quality Act (CEQA), <br />an Initial Study/Mitigated Negative Declaration has been prepared to assess and <br />address the potential environmental impacts that could result from operation and <br />installation of the sports lighting part of the Project; and <br />WHEREAS, the Initial Study/Mitigated Negative Declaration concluded that the <br />sports lighting will not result in a significant effect on the environment because the <br />mitigation and standard measures described in the Initial Study are included in the <br />Project to reduce potential impacts to a less than significant level; and <br />WHEREAS, in accordance with CEQA Guidelines Sections 15072 and 15073, a <br />Notice of Intent to Adopt a Mitigated Negative Declaration for the sports lighting was <br />filed with the County Clerk on July 29, 2015 and posted at several locations on the <br />8.A. - Page 5
