Study/Mitigated Negative Declaration along with the tennis facility and Mitchell Field <br />lights. However, in the time since the Initial Study/Mitigated Negative Declaration <br />analysis was completed the project scope has been revised and the replacement lights <br />for Bechet/Griffin Field are not being proposed for installation at this time. <br /> <br />The locations of the existing and new light standards (including those that were <br />originally planned for Bechet/Griffin Field) are shown in the image below. <br /> <br /> <br /> <br /> <br />General Plan and Zoning Compliance <br />The project consists of new and replacement sports lighting within an existing City park. <br />The use is consistent with the site’s General Plan land use designation of Parks which <br />allows for public and private parks of all sizes, sports fields, recreational facilities, plazas <br />and trails. In addition, the installation of the new sports lighting is consistent with Policy <br />BC-6.5 and Program BC-11 of the Building Community Element of the General Plan, <br />which call for the continued funding and organization of City-sponsored recreation <br />programs, and expanding recreation program capacities to match growth in population <br />and program trends, respectively. The project site is an existing community park within <br />the Residential – Duplex (R-2) zoning district, in which Public uses, including parks, are <br />a conditionally permitted use. <br /> <br /> <br /> <br /> <br />8.A. - Page 9
