Environmental Review <br />In accordance with the California Environmental Quality Act (CEQA), an Initial <br />Study/Mitigated Negative Declaration (IS/MND) has been prepared to assess potential <br />environmental impacts that could result from implementation of the proposed project. <br />The IS/MND evaluated the following: Aesthetics, Agriculture and Forest Resources, Air <br />Quality, Biological Resources, Cultural Resources, Geology and Soils, Greenhouse Gas <br />Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use, <br />Mineral Resources, Noise, Population and Housing, Public Services, Recreation, <br />Transportation, and Utilities and Service Systems. <br /> <br />The IS/MND concluded that the project will not result in a significant effect on the <br />environment because mitigation and standard measures for all potential project-related <br />impacts (Air Quality, Cultural Resources, Geology and Soils, and Noise) are included in <br />the project to reduce potential impacts to a less than significant level. The IS/MND <br />conclusion that the project will not result in a significant effect on the environment <br />extends to the replacement of the existing sports lighting at Bechet/Griffin Field, <br />however at this time the City is only proposing to replace the existing sports lighting <br />around the tennis court facility and to install new lighting around Mitchell Field. <br /> <br />Please reference Pages 2 and 3 of the attached IS/MND for details of the mitigation and <br />standard measures. <br /> <br />A Notice of Intent to Adopt a Mitigated Negative Declaration was filed with the San <br />Mateo County Clerk and posted at several locations within the project site on July 29, <br />2015 in order to allow a 20 day public review period in accordance with CEQA <br />Guidelines Sections 15072 and 15073. Staff did not receive any comments on the <br />proposed project as of the date of the Planning Commission packet publication. <br /> <br />Public Notification <br />Notification of the public hearing was published in the local newspaper and mailed to <br />property owners within a 300-foot radius from the project site. <br /> <br />Future Steps <br />The Planning Commission’s recommendation on the project and Initial Study/Mitigated <br />Negative Declaration will be forwarded to the City Council for consideration at a public <br />hearing on August 24, 2015. <br /> <br />Alternatives <br />Recommend that the City Council not approve the Red Morton Community Park Sports <br />Lighting Project, and not adopt the associated Initial Study/Mitigated Negative <br />Declaration; and, direct Staff to provide additional information and analysis. <br /> <br />8.A. - Page 10
