No other residences would be affected by spill light. The spill light levels <br />shown on Figures 4.1-10 and 4.1-11 are conservative in that they do not take into account any <br />shielding provided by intervening trees. <br /> <br />Light levels are generally additive. As discussed previously, existing sports lighting, streetlights, <br />headlights, security lighting, and other sources of light currently illuminate the project area. For <br />example, existing ambient light levels on Myrtle Street are 1.6 footcandles from streetlights, and <br />existing light levels in the parking area adjacent to the southernmost residence range from 0.3 to 0.8 <br />footcandles. When in use, spill light from the proposed lighting on Mitchell Field would add to these <br />existing light levels, though the lighting design would reduce its intensity. Li ght levels would <br />increase by up to 0.7 footcandles at the property lines and 0.2 footcandles at the houses located on <br />Myrtle Street closest to Mitchell Field, but light levels at residences elsewhere in the vicinity of the <br />project would not increase. Overall, the operation of the proposed lighting would add incrementally <br />to existing light levels during nighttime events for a relatively short duration in the evening. This <br />would not be a substantial increase in light levels. <br /> <br />4.1.3 Conclusions <br /> <br />The project site is located in an area developed with urban uses. The proposed lighting would not <br />have a substantial adverse effect on a scenic vista and would not be visible from a state scenic <br />highway. The proposed lighting would not substantially affect the visual character or quality of the <br />surrounding area. The project would not create a substantial source of daytime glare. Although <br />individual views from adjacent residences may be affected, there are many existing light sources in <br />the project area and the use of the proposed lighting would not substantially affect nighttime views of <br />the surrounding area. The lighting would be designed to use modern technology, as previously <br />described, to reduce spill light and the visibility of the lights. For these reasons, the proposed field <br />lighting would not result in significant aesthetic impacts. (Less Than Significant Impact) <br />8.A. - Page 42
