Red Morton Community Park Sports Lighting Initial Study
City of Redwood City 47 June 2015
4.9 HYDROLOGY AND WATER QUALITY

4.9.1 Setting

4.9.1.1 Water Quality

The project site is the existing Red Morton Community Park, which is located in an urban area.
Stormwater runoff from the project site currently drains into the Redwood City storm drain system,
which eventually empties into the San Francisco Bay. Water collected by the storm drain system
contains varying amounts of non-point source pollutants associated with urban uses (e.g., oil, litter,
brake dust, pesticides, herbicides, etc.).

4.9.1.2 Flooding

The project site is not located within the 100-year floodplain.21

4.9.1.3 Dam Failure

The Association of Bay Area Governments compiled the dam failure inundation hazard maps
submitted to the State Office of Emergency Services by dam owners throughout the Bay Area. The
project site is located in the Lower Emerald dam failure inundation area .22

4.9.1.4 Seiches, Tsunamis, and Mudflows

A seiche is an oscillation of the surface of a lake or landlocked sea varying in period from a few
minutes to several hours. There are no landlocked bodies of water near the project site that, in the
event of a seiche, will affect the site.

A tsunami or tidal wave is a series of water waves caused by the displacement of a large volume of
water in a large body of water, such as an ocean or a large lake. Due to the immense volumes of
water and energy involved, tsunamis can devastate coastal regions. There are no large bodies of
water near the project site and the site does not lie within a tsunami inundation area.23

A mudflow is the rapid movement of a large mass of mud formed from loose soil and water. The
project area is relatively flat and there are no mountains near the site, that in the event of a mudflow,
will affect the site.

21 Federal Emergency Management Agency, Community-Panel Number 06081C0301E, October 16, 2012.
22 San Mateo County, Dam Failure Inundation Areas.
http://planning.smcgov.org/sites/planning.smcgov.org/files/documents/files/Dam_Failure_Inundation.pdf .
