Red Morton Community Park Sports Lighting Initial Study
City of Redwood City 49 June 2015
4.9.2.1 Water Quality

The project proposes to install sports lighting at an existing park. The sports lighting would not
measurably increase stormwater runoff from the project site. The project site is relatively flat;
therefore, the potential for erosion on the site is low. For these reasons, the proposed project would
not create additional runoff, diminish water quality as a result of erosion, or otherwise substantially
degrade water quality. As discussed in Section 4.3 Air Quality, measures to prevent dust,
sedimentation, and erosion during construction are included in the proposed project.

4.9.2.2 Hydrology

The project site is not located within a 100-year flood hazard zone and is not subject to inundation by
seiche, tsunami, or mudflow. The project does not require the use of water, and will not interfere
with groundwater recharge. For these reasons, the project would not result in impacts related to these
hydrology issues.

The project site is located in the Lower Emerald dam failure inundation area. Although there is a risk
of inundation on the site due to failure of the Lower Emerald dam, the project site is currently
utilized by the public under existing conditions. Additionally, the proposed light standards are
considered mechanical equipment as opposed to structures. For these reasons, the project would not
expose people or structures to a significant risk of loss, injury or death as a result of the failure of a
levee or dam.

4.9.4 Conclusion

The proposed project would not result in significant hydrology or water quality impacts. (Less Than
Significant Impact)

8.A. - Page 66
