Red Morton Community Park Sports Lighting Initial Study
City of Redwood City 50 June 2015
4.10 LAND USE

4.10.1 Setting

Red Morton Community Park is located in central Redwood City in an area developed with urban
uses. The park consists of four multi-use sports fields, tennis courts, a swimming pool, walking
paths, playgrounds, and open green space. The park is bounded by Madison Avenue to the
northwest, Valota Road to the southwest, Roosevelt Avenue to the southeast, and Myrtle Street to the
northeast. Mitchell Field is located on the north side of the park, adjacent to Myrtle Street.
Bechet/Griffin Field is located in the center of the park, and the tennis courts are located on the east
side of the park, near Roosevelt Avenue. Various institutional buildings, such as the Red Morton
Community Center, Veterans Memorial Senior Center, and City-owned buildings used by the Parks
and Recreation Department are located on the perimeter of the park.

Surrounding land uses consist primarily of single family residences. An aerial photograph of the
project site and the surrounding land uses is shown on Figure 2.1-3.

4.10.2 Environmental Checklist and Discussion of Impacts

Potentially
Significant
Impact
Less Than
Significant
With
Mitigation
Incorporated
Less Than
Significant
Impact
No Impact Checklist
Source(s)
Would the project:
1. Physically divide an established community? 1,2
2. Conflict with any applicable land use plan,
policy, or regulation of an agency with
jurisdiction over the project (including, but
not limited to the general plan, specific plan,
local coastal program, or zoning ordinance)
adopted for the purpose of avoiding or
mitigating an environmental effect?
1,2,3
3. Conflict with any applicable habitat
conservation plan or natural community
conservation plan?
1

4.10.2.1 Land Use Impacts

The project proposes to install new sports lighting on Mitchell Field and replace the existing sports
lighting that serves Bechet/Griffin Field and the tennis court facility. Currently, the sports lighting
associated with Bechet/Griffin Field and the tennis court facility is operated up to seven days per
week. The lights are turned on as needed at dusk and are turned off by 10:30 PM. The hours of
operation for the Bechet/Griffin Field and the tennis court facility would not change with the project.
Mitchell Field, which currently operates only until dusk, would be allowed to operate until 10:30 PM
up to seven days per week with the proposed installation of new sports lighting. The nature of
activities occurring at the ball fields and tennis court facilities would not change with the project.
8.A. - Page 67
