Traffic Study for Mitchell Field Lighting May 13, 2015

Page | 3
Table 1 shows the time when dusk occurs on the 15th of each month and the number of additional hours of
field usage, shown to the nearest quarter hour, that would occur during each month with the proposed field
lighting. (Dusk occurs after sundown, and is defined as the time at which twilight illumination is sufficient,
under good weather conditions, for objects to be clearly distinguished.)

Table 1
Additional Operational Hours with Field Lighting
Month 1 Sunset Dusk 2
Additional
Operational Hours
with Field Lighting 3
January 5:14 PM 5:42 PM 4.75
February 5:47 PM 6:14 PM 4.25
March 4 7:16 PM 7:42 PM 2.75
April 7:44 PM 8:11 PM 2.25
May 8:12 PM 8:41 PM 1.75
June 8:33 PM 9:04 PM 1.5
July 8:32 PM 9:02 PM 1.5
August 8:04 PM 8:32 PM 2
September 7:19 PM 7:46 PM 2.75
October 6:34 PM 7:00 PM 3.5
November 5 4:59 PM 5:27 PM 5
December 4:52 PM 5:21 PM 5.25
Notes:
illumination is sufficient, under good weather conditions, for objects to be clearly distinguished.
1. All reported sunset and dusk times are for the 15th of the month in 2015.
4. Daylight Saving Time begins on the second Sunday in March. Since most of March is
under Daylight Saving Time, sunset and dusk times are reported in Daylight Saving Time.
3. Daylight Saving Time ends on the first Sunday in November. Since most of November is
not under Daylight Saving Time, sunset and dusk times are reported in Pacific Standard Time.
2. Dusk occurs when the sun is 6 degrees below the horizon. This is the limit at which
3. Additional hours of operation time are approximate, given to the nearest quarter hour,
based on when dusk occurs on the 15th of each month.

Project Trip Generation
According to Redwood City Parks and Recreation Department staff, as many as 8 teams are scheduled to
use Mitchell Field for practice at one time on weekdays under existing conditions. Soccer teams typica lly carry
between 12 – 16 players on each team, with teams for younger age groups often being on the smaller end of
the range. Baseball teams typically have 15 players per team. Using an average of 15 players per team, eight
teams would result in 120 players on the field, assuming full attendance for all teams. There would also be
coaches and some parents present.
During games, which are held on weekends, a maximum of 4 teams use the field at any one t ime. Normally,
there are three referees for a soccer game and two umpires for a baseball game.
City staff has indicated that after installing lighting at Mitchell Field, it is likely that there would be less usage
during the 4:00 PM to dusk time frame than currently, since the teams could be spread out over m ore playing
time, rather than bunched up during the daylight hours. Hexagon thus assumed that the peak usage during
the PM peak period after project completion would drop to 6 teams at a time.
8.A. - Page 140
