Traffic Study for Mitchell Field Lighting May 13, 2015 <br /> <br />Page | 4 <br />For trip estimation purposes, there are a number of factors that can affect the trips generated by soccer, <br />softball, and baseball practices. First, not every player on a team may show up for every single practice. <br />Second, some players may be dropped off for the practice and then picked up when it is over, while other <br />players may be driven by parents or other caretakers who park and stay during the practice. Third, it is <br />common for many players to carpool to and from practices, and carpools can include anywhere from two to <br />five athletes per vehicle. Lastly, some players, if they attend school or live near Red Morton Community Park, <br />may walk or bike to practice rather than be driven. <br />Hexagon believes it is preferable to use the trip generation rates for soccer fields from the Institute of <br />Transportation Engineers’ Trip Generation Manual, Ninth Edition, which are based on actual survey data. <br />Since 8 teams are scheduled to use Mitchell Field at one time during the busiest seasons, we have assumed <br />that this equates to 4 soccer fields. It is understood that during the winter a nd spring seasons, some of the <br />practices are softball or baseball practices rather than soccer practices, but there are no ITE trip generation <br />rates for those sports. Use of the soccer field trip generation rate for the peak hour of the generator will <br />provide a “worst case” number of trips generated per hour for the traffic analysis. <br />Based on the ITE trip generation rate for the PM peak hour of the generator, Mitchell Field currently generates <br />73 trips during its busiest hour between 4:00 PM and dusk (see Table 2). With the installation of field lighting, <br />Mitchell Field is estimated to generate 55 trips per hour between 4 PM and 10:30 PM. There would be a net <br />decrease in traffic volumes between 4 PM and dusk of 18 trips per hour, but an increase in traff ic volumes <br />between dusk and 10:30 PM of 55 trips per hour. <br />Since the ITE trip rate is for the busiest hour during the PM peak period, the rate reflects more inbound trips <br />than outbound trips. We believe the proportion of inbound trips and outbound trips would change during <br />different hours of the evening. Trip generation rate is from the Institute of Transportation Engineers, Trip Generation Manual, 9th Edition, 2012 (Land Use Code 488: soccer <br />complex), PM peak hour of generator. <br />2. It is assumed that after the installation of field lighting, field usage at any time between 4 PM to 10:30 PM would be approximately 6 teams, or <br />3 fields for trip generation purposes. <br />3. To analyze a "worst case" scenario, hourly trip generation rate between dusk and 10:15 PM is assumed to be the same as the rates used for <br />the PM peak hour. <br />As discussed above, during the month of December, when dusk occurs the earliest, the installation of field <br />lighting would add approximately 5.25 additional hours of playing time to Mitchell Field. This would result in <br />289 additional trips on the street network near the park (5.25 x 55 = 289) between 5:20 and 10:30 PM, but no <br />single street would experience all of those trips. The total number of additional trips would be less in all other <br />months, depending on the number of additional hours of operational time the lighting would provide. <br />Surrounding Roadway Network and Project Trip Distribution <br />Red Morton Community Park is located in the center of a residential neighborhood with a grid roadway <br />system.
