A brief description of each <br />street is provided below. <br />Jefferson Avenue is an east-west arterial road that begins west of the park at its connection with Farm Hills <br />Boulevard, extends east into downtown Redwood City, and terminates at its intersection with Veterans <br />Boulevard. Jefferson Avenue is four lanes wide within the project vicinity, and provide s access to Mitchell <br />Field via its intersections with Valota Road, St. Francis Street, Nevada Street, Hawes Street, and Myrtle <br />Street. <br />Madison Avenue is an east-west residential street that begins west of the park at its terminus at Alameda de <br />las Pulgas and extends east to its terminus at El Camino Real. Madison Avenue is two lanes wide within the <br />project vicinity, and forms the northern boundary of Red Morton Community Park. <br />Roosevelt Avenue is an east-west roadway that begins west of the park at its terminus at Foothill Street and <br />extends east to its terminus at El Camino Real. Roosevelt Avenue is two lanes wide within the project vicinity, <br />and forms the southern boundary of Red Morton Community Park. Roosevelt Avenue provides access to <br />Mitchell Field via its intersections with Valota Road and King Street. <br />Valota Road is a north-south residential street that begins north of the park at its terminus at Jefferson <br />Avenue and extends south to Woodside Road. Valota Road is two lanes wide within the project vicinity, and <br />forms the western boundary of Red Morton Community Park. <br />St. Francis Street is a north-south residential street that begins north of the park at its terminus at Harding <br />Avenue and extends south to the parking lot directly west of Mitchell Field. This parking lot mainly s erves the <br />Veterans Memorial Senior Center. A one-way horseshoe-shaped loop around the senior center is formed by <br />St. Francis Street, Vera Avenue, and Nevada Street. <br />Nevada Street is a north-south residential street that begins at Jefferson Avenue and ends approximately 600 <br />feet south at the parking lot for the Veterans Memorial Senior Center. Nevada Street is one-way between <br />Madison Avenue and Vera Avenue, the block which is part of the one-way loop around the senior center. <br />Nevada Street is directly west of Mitchell Field <br />Myrtle Street is a north-south residential street that begins north at Jefferson Avenue and ends approximately <br />800 feet south at the parking lot directly east of Mitchel l Field. Myrtle Street is immediately east of Mitchell <br />Field. <br />King Street is a north-south residential street that begins at Vera Avenue (east of the park) and ends at Oak <br />Avenue in the south. King Street is on the east side of Red Morton Community Park. <br />Based on field observations conducted on Thursday, February 26, 2015, vehicles accessing Mitchell Field <br />were observed to use a variety of routes. Because Red Morton Community Park is located within a <br />neighborhood area with a grid roadway network, vehicles were observed to arrive from different directions <br />and use different streets to reach the field, whether they were picking up, dropping off, or parking. For <br />example, some vehicles travelled from Jefferson Avenue to Mitchell Field on Myrtle Street and did not use <br />Madison Avenue at all. Other vehicles used Madison Avenue bet ween Valota Road and St. Francis Street, <br />and then used the one-way loop around the senior center to drop off or pick up players, and did not travel on <br />the segment of Madison Avenue between Nevada Street and Myrtle Street. Other vehicles drove down <br />Madison Avenue adjacent to the park, but may have approached it from Valota Road, St. Francis Street, <br />Hawes Street, or Myrtle Street. Children were also observed to walk across the park from the east to get to <br />Mitchell Field and were presumably dropped off on Ro osevelt Avenue. <br />There are two parking lots located immediately north and south of Mitchell Field. Parking Lot A (as shown on <br />Figure 1) is accessed from Myrtle Street. Parking Lot E is accessed from St. Francis Street and Nevada <br />Street. Some vehicles were observed to perform drop-off/pick-up operations inside the parking lots, while <br />others parked their vehicles in these two parking lots. Most of the streets surrounding Red Morton <br />Community Park allow on-street parking, and there are parking spaces on both Myrtle Street and Madison <br />Avenue directly adjacent to the park. <br />8.A. - Page 142
