Traffic Study for Mitchell Field Lighting May 13, 2015 <br /> <br />Page | 6 <br />Traffic Impacts on Nearby Roadways <br />Hexagon conducted tube counts on roadways within the immediate project vicinity on a typical Tuesday, <br />Wednesday, and Thursday. Count locations are shown on Figure 1. Hourly PM volumes are shown on Table <br />3. The count results show that Myrtle Street and Madison Avenue are low volume streets with 50 to 150 PM <br />peak hour trips (5:00 to 6:00 PM), while Valota Road and Roosevelt Avenue have relatively higher volum es, <br />with 500 to 700 PM peak hour trips (5:00 to 6:00 PM). Between dusk and 10:30 PM, it is <br />estimated that the nearby roadway system would experience an increase of a total of 55 trips per hour. <br />Assuming a worst case scenario that all practice teams begin and end at the same time, the additional 55 <br />trips per hour may occur within 10 to 15 minutes of practice start and finish times. An addition of 55 trips <br />would not significantly impact the nearby roadways from an operational perspective. Because the trips <br />approaching and leaving the park do not all use the same route, no single street would be expected to receive <br />all of the additional trips. <br />Recommendation <br />Hexagon recommends that the Redwood City Parks and Recreation Department stagger the start times for all <br />practices and games on Mitchell Field. A staggered activity schedule would evenly distribute the project’s <br />additional 55 trips throughout every hour, which would translate to approximately 1 trip per minute. An <br />increase of 1 trip per minute would not be perceptible to nearby residents. <br />Impacts on Parking Facilities <br />Red Morton Community Park has five parking lots on site. In this report, these parking lots are referred to as <br />Lots A to E, as shown on Figure 1. Hexagon conducted parking surveys on all five lots and the on-street <br />parking on Myrtle Street adjacent to the park (between Madison Avenue and Parking Lot A) and on Madison <br />Avenue adjacent to the park (between St. Francis Street and Myrtle Street). Counts were conducted on an <br />hourly basis between 4:30 and 9:30 PM on Wednesday, March 4, 2015 and Thursday, March 5, 2015. <br />Counts for on-street parking were conducted only on the side of the street fronting Red Morton Community <br />Park. The parking survey results are shown in Table 4. <br />Based on the parking survey results, no parking lot or on-street parking was fully occupied at any time <br />between 4:30 PM to 9:30 PM. Lot A, Lot E, and on-street parking on Myrtle Street and Madison Avenue are <br />adjacent to Mitchell Field and are most likely to be utilized by trips generated from Mitchell Field after field <br />lighting is installed. Lot A, Lot E, and the on-street spaces on Myrtle Street and Madison Avenue combined <br />had at least 117 vacant parking spaces at 7:30 PM, the time when parking demand for the entire park was <br />highest.
