Finger Avenue; six would be tucked behind the properties fronting on Finger <br />Avenue and would only be visible to those entering the private one-way road and <br />the immediately adjacent neighbors. Additionally, the preservation of 34 existing <br />trees and the addition of 52 new trees would serve to enhance the natural feel <br />and visual aesthetic of the site and the nearby properties. <br /> <br />3. That the use and its associated structures and facilities will not be detrimental to <br />the public health or safety, the general welfare, or the environment. <br /> <br />The introduction of eight new single-family homes into a residentially-zoned and <br />established residential neighborhood would not be detrimental to the public <br />health, safety or welfare. As documented in the EIR and Addendum No. 2, the <br />removal of existing structures and impervious coverage near the top of bank and <br />placement of new structures and impervious improvements further away from the <br />creek would not be detrimental to the environment, but would serve to enhance <br />the creek corridor. Further, the stormwater treatment plan and system designed <br />for the project along with a 100% net reduction in impervious coverage within the <br />25’ creek protection setback area (other than fencing) will decrease stormwater <br />runoff of pollutants that enter Cordilleras Creek. <br /> <br />4. That the use and facilities will not adversely affect or conflict with adjacent uses <br />or impede the normal development of surrounding property. <br /> <br />Placement of new single-family homes within an established single-family <br />neighborhood would not adversely affect or conflict with adjacent uses. The <br />General Plan and zoning designations for the project site support single-family <br />residential uses. Further, placement of the proposed residential structures that <br />share a common lot-line with existing residences was carefully considered to <br />provide or exceed the required setbacks that would normally apply in these <br />locations. No component of the proposed project would adversely affect or <br />impede the normal development of the surrounding property. <br /> <br />5. That adequate public and private facilities such as utilities, landscaping, parking <br />spaces and traffic circulation measures are or will be provided for the proposed <br />use. <br /> <br />The proposed project includes a one-way private roadway to access the eight <br />new lots. While two lots will front onto Finger Avenue, the garages and <br />driveways will be accessed from the private road. Each of the eight homes <br />would include a two-car garage, thus satisfying the requirement for two covered <br />parking spaces.
