the proposed project includes five guest parking spaces within the project <br />boundaries and away from Finger Avenue. The proposed subdivision can be <br />adequately served by existing public and private utility systems and <br />infrastructure. As noted above, 34 of the 44 existing trees would be retained and <br />52 new trees will be added to strengthen the visual appeal of the project. <br /> <br />6. Other findings required to be made in specific zoning districts as set forth in the <br />Zoning Code. <br /> <br />No other Use Permit findings are required for the R-1 district. <br /> <br />Staff is confident that all three stormwater treatment Use Permit findings and all six <br />standard Use Permit findings can be made for the proposed lot line fencing within the <br />creek protection setback area. <br /> <br />Vesting Tentative Map (Subdivision Ordinance) <br />The proposed project includes the merger of three existing lots, and a subdivision into <br />nine lots: eight residential lots and one common parcel for the proposed private <br />roadway and guest parking. Subdivision Ordinance Section 30.42 outlines the six <br />required findings for Tentative Map approval, and requires the approval authority to <br />disapprove a tentative map if any of the following findings can be made: <br /> <br />A. The map, design or improvements of the proposed subdivision contradict the <br />general or specific plans, the Zoning Ordinance, or subdivision improvement <br />requirements. <br /> <br />The proposed eight lot residential subdivision is consistent with the General Plan, <br />Zoning Ordinance, and subdivision improvement requirements, with the approval <br />of the PD permit to allow for setback modifications. The proposed project would <br />provide an environment of physical and functional desirability, in harmony with <br />the character of the surrounding neighborhood or district. <br /> <br />B. The site is not physically suited for the proposed type and density of <br />development. <br /> <br />The project site is physically suited for the proposed type and density of <br />development in the neighborhood, because it is located within a single-family <br />residential neighborhood. At 1.69 acres, the site could accommodate up to 11 <br />residential units under the Low Density Residential land use designation; the <br />project as proposed contains eight residential lots.
