It should be noted, however, that <br />some of the previous deviation requests have been reduced (i.e. previously requested <br />3’ setbacks are now proposed at 4-5’). <br /> <br />The requested 18’ front garage setback on Lot 2 differs from the Planning Commission’s <br />previous recommendation that the homes on Lots 1-4 not move forward to comply with <br />the required 25’ creek protection setback. While staff understands the intent of the <br />Planning Commission’s recommendation, staff supports this modification because the <br />house has already been reduced in overall square footage and is one of three homes <br />proposed to have less than 3,000 square feet of living area. <br /> <br />While there is sufficient space on Lot 7 to locate the proposed detached garage outside <br />of the required 6’ side and rear setbacks, staff feels that the requested 4’ side and rear <br />yard setbacks provide sufficient separation from structures on adjacent properties and is <br />not out of character with the other reduced setbacks being sought for the project. <br /> <br />Staff recommends approval of all requested setback modifications as described above <br />as the development would provide an environment of physical and functional desirability <br />and will be in harmony with the character of the surrounding neighborhood. The <br />individual modifications work together as a whole to create a cohesive residential <br />neighborhood enclave. <br /> <br />Top of Bank <br />The City’s Zoning Ordinance defines the Top of Bank as: <br /> <br />The line where a distinct change in grade between the ravine of a creek or <br />waterway and the surrounding topography is apparent.
