prohibited. The existing Smart and Final retail store is a legal nonconforming use, as
Retail is no longer a permitted use in the LII district. The challenge is allowing retail in a
way that does not crowd out business-serving uses. Staff recommends permitting small
retail (up to 2,500 square feet per lot) be allowed by-right. Retail greater than 2,500 sq.
ft. would require a Use Permit.

Draft Ordinance – The draft ordinance contains the following changes. Any change
that differs from the Planning Commission recommendation is noted below.
· Adjust the Purpose statement to better reflect the type of uses that are
described in the use table;
· Remove the 5,000 square foot cap on all office uses. Require a Use Permit for
Professional and R&D Office of greater than 10,000 square feet. Administrative,
Business or Financial Services Offices require a Use Permit regardless of size
(the Planning Commission recommended unlimited square footage for R&D
Office uses);
· Clarify that Limited Industrial, Manufacturing, and R&D lab uses are permitted
to have up to 50 percent of the gross floor area devoted to accessory office
space.
· Permit Warehousing, Business Service, Business Wholesale, and
Maintenance And Repair Services, including vehicle parts sales and minor
repair;
· Conditionally permit vehicles sales;
· Permit all types of Restaurants (except drive-through and accessory
foodservices) and General Retail Sales with a permitted floor area
limitation of 2,500 square feet. Retail uses greater than 2,500 square feet
would require a Use Permit (the Planning Commission requested some
allowance for retail and the particulars of this regulation were developed by
staff). This will allow restaurants and retail to serve nearby businesses, and
· Permit personal storage uses;
· Conditionally permit Animal-Related Uses such as veterinary clinics and
dog grooming businesses;
· Prohibit Check Cashing, Outdoor Recreation and Cultural Institutions
as inconsistent with the purpose of the district;
· Create a definition for Animal Related Uses, such as kennels, pet day care,
and animal hospitals.

GENERAL PLAN GOALS AND POLICIES
Staff finds that these changes are consistent with General Plan Goals and Policies,
as listed below.

Policy BE-1.1: Maintain and enhance the beneficial and unique character of the
different neighborhoods, corridors, centers and open spaces that define Redwood
City.
8.C. - Page 4
