18
c) A substantial permanent increase in ambient noise
levels in the project vicinity above levels existing without
the project?

d) A substantial temporary or periodic increase in ambient
noise levels in the project vicinity due to construction
activities above levels existing without the project?

e) For a project located within an airport land use plan or,
where such a plan has not been adopted, within two
miles of a public airport or public use airport, would the
project expose people residing or working in the project
area to excessive noise levels?

Documentation:
The proposed changes to the existing LII area would not expose persons to excess noise levels, vibrations, or ambient noise
levels. The LII Zoning District has existing standards to mitigate noise in the district when abutting a residential area (Sec
17A.3.B). Additionally, the Municipal Code and General Plan Public Safety Element contain regulations, policies, and standards
for noise. The project would not change any of these standards, requirements or policies.

The project would propose minor land use changes and there will be no proposed changes to the development standards of the
LII zoning district. The project location is more than two miles away from of the nearest airport, San Carlos Airport.

XIII. POPULATION AND HOUSING –
Would the project:
Potentially
Significant
Impact
Less Than
Significant
With
Mitigation
Incorporated
Less Than
Significant
Impact
No
Impact
a) Induce substantial population growth in an area, either
directly (for example, by proposing new homes and
businesses) or indirectly (for example, through
extension of roads or other infrastructure)?

b) Displace substantial numbers of existing housing,
necessitating the construction of replacement housing
elsewhere?

c) Displace substantial numbers of people, necessitating
the construction of replacement housing elsewhere?

Documentation:
The proposed changes would not displace any housing or induce population growth because there are currently no residential
units in the LII area. The LII zoning district does not permit residential land uses. The LII area is located in an existing urbanized
area with existing infrastructure and established density regulations set forth by the General Plan. The project would not make
any changes to standards which would increase population growth either directly or indirectly.

8.C. - Page 31
