Addendum to the Negative Declaration for the Proposed Changes to <br />the LII Zoning District <br /> <br />Description <br />The Negative Declaration for City of Redwood City Light Industrial Incubator Zoning Amendment project <br />description on pages 3 and 4 was revised by the Planning Commission at their August 4, 2015 public <br />hearing. Staff has made further modifications in the proposed ordinance for City Council considerations, <br />including: <br />1. Allow Personal Storage uses by right. <br />2. Allow General Retail uses up to 2,500 square feet. Retail uses exceeding this amount require a <br />Use Permit. <br />Criteria for an Addendum <br />Staff has evaluated these minor changes to the project description to see if any potentially significant <br />impacts could be created by making these modifications. Section 15162(a) of the CEQA Guidelines <br />contains the criteria for when an additional Negative Declaration would need to be prepared. These <br />findings are described in full in Guidelines, but paraphrased below, they are: <br />a) Substantial changes to the project that involve new significant environmental effects or a <br />substantial increase in the severity of previously identified significant effects; or <br />b) Substantial changes to the circumstances of the project that involve new significant <br />environmental effects or a substantial increase in the severity of previously identified significant <br />effects; or <br />c) New information of substantial importance. <br />None of these conditions apply, so staff will review the proposed changes as an addendum to the <br />previously adopted Negative Declaration. <br />Potential Significant Effects <br />These uses would be subject to the same development standards, including height, setback and lot <br />coverage. Because of the similarity in development standards and the site setting that contains existing <br />industrial development, the analysis of the project for the following impacts is not affected: <br />· Aesthetics <br />· Agriculture <br />Resources <br />· Biological Resources <br />· Cultural Resources <br />· Geology/Soils <br />· Hazards and <br />Hazardous Materials <br />· Hydrology/Water <br />Quality <br />· Mineral Resources <br />· Population/Housing <br />· Public Services <br />· Recreation <br />· Utilities/Service <br />Systems <br /> <br /> <br />The remaining topics will be discussed individually. <br />Air Quality/Transportation and Traffic/Greenhouse Gas Emissions – The changes would allow for <br />additional Retail or Personal Storage uses.
