Addendum to the Negative Declaration for the Proposed Changes to <br />the LII Zoning District <br /> <br />limits the potential effect on air quality and greenhouse gas emissions. Allowing small retail uses could <br />create minimal additional trips on existing roads. However, additional CEQA review would need to be <br />conducted on individual projects to determine potential impacts on the environment. This area has <br />traditionally allowed both office and retail uses and amending the district to allow them to locate in the <br />area would not create a significant effect on the environment. <br />Hazards and Hazardous Materials – The proposed uses will not allow any additional hazards or <br />hazardous materials that affect sensitive receptors. The proposed uses do not typically house hazardous <br />materials. <br />Land Use/Planning – The proposed uses will not conflict with any habitat conservation plan or divide an <br />established community. The staff report contains discussion about the purpose of the zoning district and <br />compliance with applicable General Plan goals and policies. <br />Noise – The proposed changes to do not allow uses that create excessive noise or expose sensitive <br />receptors to more noise than would otherwise be allowed. Personal storage and retail uses do not <br />traditionally create significant amounts of noise, and would be subject to the City’s noise ordinance. <br /> <br />Finding of No Potential Significant Effects <br />Staff finds that the analysis in the Negative Declaration is sufficient and with the information above, the <br />revised project would not create a potentially significant effect on the environment. <br /> <br /> <br /> <br />8.C. - Page 38
