insurance maintained by City for itself, its Council, officers, boards, <br /> commissions, employees, or agents shall be in excess of Contractor's <br /> insurance and not contributory with it. <br /> 16. NON-DISCRIMINATION AND EQUAL OPPORTUNITY.
