<br />Further, information provided by local tech companies shows that commuters tend to <br />utilize public transit, even in the absence of a formal TDM plan. For example, YuMe, <br />located in downtown Redwood City, has indicated that approximately half of their <br />Redwood City staff (approximately 185 persons) do not drive to work. Of the 50% that <br />do drive to work, they tend to drive approximately three days per week and utilize other <br />transportation options or flexible work schedules (telecommute or work at home) two <br />days per week. YuMe provides every employee with a yearly CalTrain Go Pass and <br />encourages public transit options even though they do not have a formal TDM plan in <br />place. <br /> <br />Three tech companies located in Palo Alto have surveyed their employees regarding <br />commute patterns and found that 38% drive alone to work and 62% utilize alternative <br />transportation options. SurveyMonkey, RelateIQ and Palantir combined have 270,725 <br />square feet of office space with an average density of 1 employee per 228 feet. With a <br />total combined 623 parking spaces (2.3/1,000 s.f.), the average daily cars on-site is <br />390, which is a 63% parking utilization rate. The survey also found that 78% of the <br />employees go to downtown restaurants and bars at least once per week and 65% go to <br />cafes and specialty drink shops at least once per week. On average, employees <br />responded that they spend approximately $69 per week at restaurants, bars and cafes. <br /> <br />In a broader context, the Palo Alto Transportation Management Association prepared a <br />study of commute patterns and statistics for downtown Palo Alto (Downtown Palo Alto <br />Mode Split Survey, May 2015) which shows that only 55% of employee trips into <br />Downtown Palo Alto are single occupancy vehicle trips, with the remaining 45% of <br />workers using alternative transportation options or flexible work options. Further, the <br />drive alone rate tends to drop when business size increases (74% drive alone in <br />companies with less than 25 employees, 61% drive alone in companies with 26-100 <br />employees, and 41% drive alone in companies with over 100 employees). The study <br />also shows that drive alone rates are significantly lower for workers under the age of 49 <br />(51% drive alone) as compared to workers over 50 (70% drive alone). <br /> <br />Moreover, payment of the in-lieu fee has benefits. By allowing the provision of a <br />parking in-lieu fee, the City can provide additional public parking that is not tied to a <br />single user or property. This allows the parking to simultaneously serve the needs of <br />multiple downtown businesses and capitalizes on the different parking patterns of varied <br />land uses. The City can also increase the parking supply through improved <br />management of existing parking facilities. Examples of this include using valets to <br />increase the number of cars parked in City garages and surface lots, and installing <br />signage and mobile device apps to direct visitors to available parking. <br />7.A. - Page 17
