<br />2. Providing the required parking spaces on-site is detrimental to the <br />pedestrian nature of Downtown; <br /> <br />3. The uses proposed for the project do not require parking to be on the <br />project site; <br /> <br />4. Encouraging users of the project site to walk from off-site parking to the <br />project site would be beneficial to the Downtown; or <br /> <br />5. The existing and planned parking supply in the vicinity of the project site is <br />adequate. <br /> <br />As explained in the Planning Commission staff report and below, staff has determined <br />that Condition 4 applies to the Project <br /> <br />The Project site is in close proximity to multiple transit facilities, including the CalTrain <br />Station and the Redwood City Transit Center (both less than a quarter-mile away). <br />There are also several public parking facilities within downtown, including the Marshall <br />Garage, Jefferson Garage and Sequoia Station Garage which are operating below <br />capacity for weekday, daytime uses. For the six-month period between October 2014 <br />and March 2015, the average number of parking spaces available at the Jefferson and <br />Marshall garages was 329. Including all publicly available, off-street parking, the <br />average number of available spaces was 468 (an average occupancy of 69%). <br /> <br />Furthermore, the Applicant is required to and has committed to implementing a TDM <br />Plan to reduce single-user automobile trips by its tenants/employees. The TDM Plan <br />provides a menu of developer-driven and tenant-driven incentives, such as reduced or <br />no-cost transit passes, parking cash-outs, carpools, vanpools, tech-based rideshare <br />programs, guaranteed ride home programs, on-site bike and shower facilities, and <br />telecommuting and flexible work schedules. These are on top of the Project locational <br />characteristics and transit options noted above. <br /> <br />A reduction in the number of available parking spaces combined with a robust TDM <br />Plan work in tandem to discourage single-user automobile trips. Project conditions of <br />approval provide the mechanisms by which the City can track and monitor parking <br />usage rates and the level of success of the TDM Plan. Conditions include annual <br />reporting by the developer/tenant and sensors installed within the Project parking <br />garage that will allow real-time parking information to be pushed to the public in order to <br />quickly and easily locate an available parking space. <br />7.A. - Page 16
