Page 1 of 21 <br />ATTY/RESO.3139/ CC RESO 601 MARSHALL DENYING APPEALS AND APPROVING TENTATIVE MAP, DOWNTOWN PLANNED <br />COMMUNITY PERMIT, AND PARKING IN LIEU FEE APPLICATION <br />REV: 9/24/15 PT <br /> RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY DENYING THE APPEALS AND APPROVING A <br />VESTING TENTATIVE MAP, DOWNTOWN PLANNED COMMUNITY <br />PERMIT INCLUDING TWO GUIDELINE DEVIATIONS, AND PARKING <br />IN-LIEU FEE APPLICATION FOR 601 MARSHALL STREET <br />PURSUANT TO THE CITY OF REDWOOD CITY'S DOWNTOWN <br />PRECISE PLAN AND SUBDIVISION ORDINANCE <br /> <br />WHEREAS, On May 19, 2015, the Applicant, Dostart Development, <br />submitted a request for a Vesting Tentative Map, Planned Community Permit including <br />two guideline deviations, and Parking In-Lieu Fee Application for a new 9-story, 112’ <br />tall, 129,235 s.f. office/retail development, providing 270 of the required 388 parking <br />spaces on-site with the remaining 118 required spaces covered by in-lieu fees, located <br />at 601 Marshall Street (the Project) which is within the Downtown Precise Plan area; <br />and <br /> <br />WHEREAS, the Project supersedes the original request by the applicant, which <br />included a request for a Vesting Tentative Map, Planned Community Permit including <br />two guideline deviations, and Parking In-Lieu Fee Application for a new 11-story, 136’ <br />tall, 136,500 s.f. office/retail development, providing all of the required 410 parking <br />spaces on-site, and <br /> <br />WHEREAS, on January 22, 2015 the Historical Resources Advisory Committee <br />(HRAC) held a meeting to consider the potential impacts of the project on the adjacent <br />historical resources located at 611 Middlefield Road and 620 Jefferson Avenue that <br />could result in “substantial adverse changes”. The HRAC voted 3-2 (Eakin and Stewart <br />dissenting) that, while the project will impact the two adjacent historic resources, the <br />impact does not rise to the threshold that would cause a substantial adverse change in <br />the significance of the adjacent historic resources, and the adjacent historic resources <br />will remain eligible for listing in the California of Historic Places; and <br /> <br />WHEREAS, on March 26, 2015 the Historical Resources Advisory Committee <br />(HRAC) held a meeting to consider the potential impacts of the project on the nearby <br />historic San Mateo County Courthouse that could result in “substantial adverse <br />changes”. The HRAC voted 3-2 (Eakin and Stewart dissenting) that, while the project <br />will impact the historic courthouse, the impact does not rise to the threshold that would <br />cause a substantial adverse change in the significance of the historic courthouse, and <br />the historic courthouse will remain eligible for listing in the California of Historic Places; <br />and <br />7.A. - Page 33
