Page 2 of 21 <br />ATTY/RESO.3139/ CC RESO 601 MARSHALL DENYING APPEALS AND APPROVING TENTATIVE MAP, DOWNTOWN PLANNED <br />COMMUNITY PERMIT, AND PARKING IN LIEU FEE APPLICATION <br />REV: 9/24/15 PT <br />WHEREAS, on May 5, 2015 the Architectural Advisory Committee (AAC) held a <br />meeting to consider the proposed two deviations from the guidelines of the Downtown <br />Precise Plan (DTPP), specifically pertaining to the “Tower” building disposition type, and <br />voted 3-0 to recommend that the Planning Commission approve the deviation to allow <br />tower floor areas over the 7,000 s.f., but denied the request for the reduced stepbacks <br />of the tower levels; and <br /> <br />WHEREAS, on May 26, 2015 the Architectural Advisory Committee (AAC) held <br />a meeting to reconsider the proposed deviation from the guidelines of the Downtown <br />Precise Plan (DTPP), specifically pertaining to stepbacks for the tower levels, and voted <br />4-0 to recommend that the Planning Commission approve the proposed deviation; and <br /> <br />WHEREAS, the Planning Commission of the City of Redwood City <br />("Commission") is empowered by the Subdivision Ordinance of the Redwood City <br />Municipal Code to act upon applications for Tentative Maps and by the Downtown <br />Precise Plan and Zoning Ordinance to act upon applications for Downtown Planned <br />Community (DPC) permits and Parking In-lieu Fee Applications; and <br /> <br />WHEREAS, on June 30, 2015, the Commission conducted a public hearing, in <br />accordance with all applicable requirements of the Subdivision Map Act and the <br />Redwood City Municipal Code, to consider Vesting Tentative Map No. TM2014-10, <br />and all applicable requirements of the State Planning and Zoning Law, the City <br />Zoning Ordinance and the Downtown Precise Plan to consider approval of <br />Downtown Planned Community Permit Application No. DPC2014-05 and the Parking <br />In-Lieu Fee Application; and <br /> <br />WHEREAS, at the June 30, 2015 public hearing, the Commission considered <br />an Initial Study checklist prepared by the City's Planning Division and its findings, <br />the previously certified Downtown Precise Plan Program EIR (State Clearinghouse <br />#2006052027), the staff reports, oral and written, and testimony and materials <br />presented by all those wishing to be heard on this Project at the noticed public <br />hearing on this matter; and <br /> <br />WHEREAS, at the June 30, 2015 public hearing, pursuant to Section 2.0.3-A-2- <br />a on page 30 of the DTPP, the Planning Commission considered and accepted the <br />recommendation of the AAC regarding the Project's proposed deviations from the <br />guidelines of the DTPP; and <br /> <br />WHEREAS, at the June 30, 2015 public hearing, pursuant to Section 2.0.3-A-2- <br />a on page 30 of the DTPP, the Planning Commission considered and accepted the <br />7.A. - Page 34
