Page 1 of 2 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 28, 2015 <br /> <br />SUBJECT <br />Annexation of 423 Upland Road, Assessor’s Parcel Number 058-243-110, to the Oak <br />Knoll Sewer Maintenance District <br /> <br />RECOMMENDATION <br />Adopt a resolution consenting to the sewer annexation of 423 Upland Road, Assessor’s <br />Parcel Number (APN) 058-243-110, to the San Mateo County’s Oak Knoll Sewer <br />Maintenance District (District) subject to the following conditions and approving and <br />authorizing the City Manager to execute an Annexation Agreement with the Property <br />Owner: <br /> <br />1. District pays a sewer facility fee of $960.00 to the City <br />2. District pays a waste water treatment capacity fee of $2,135.70 to the City <br />3. The property owner agrees to consent to future annexation of the property to the City. <br /> <br />BACKGROUND <br />Pursuant to the Redwood City/Oak Knoll Sewer Maintenance District Agreement dated <br />March 18, 1958, the County of San Mateo and the property owner of 423 Upland Road, <br />APN 058-243-110 (location map attached), have requested the City’s consent to annex <br />this property to the Oak Knoll Sewer Maintenance District. Property owner and property <br />parcel information are as follows: <br /> <br /> Name Assessor’s Parcel No. <br />David Bebb 058-243-110 <br /> <br />The County has already allowed a sewer connection to the subject property following <br />the failure of the property’s septic system and a determination by San Mateo County <br />Environmental Health that prohibited the septic system’s repair and required connection <br />to the nearest sanitary sewer main in the interest of protecting public health. <br /> <br />ANALYSIS <br />The request was submitted by San Mateo County Public Works, which administers the <br />District. The request was received and has been reviewed by the City’s Community <br />Development Department. The purpose of this request is to secure sanitary sewer <br />service from the Oak Knoll Sewer Maintenance District for the identified property <br />pursuant to the Oak Knoll Sewage Treatment and Disposal Agreement between the <br />6.3.A. - Page 1
