Proclamation for "The Year of the Child, 1995"; (207) Mayor Gasparini read the Proclamation proclaiming "The Year of the Child in Redwood City, 1995" and thanked Councilwoman La Berge for serving as the San Mateo County Chairperson. Councilwoman La Berge accepted the proclamation and described some of the activities and programs being planned throughout the year focusing on the needs of children in San Mateo County. Councilwoman La Berge thanked the Council for being the first City in San Mateo County to issue a Proclamation on behalf of the year of the child. ----------------------------------------------------------------------------------------------------------- C. I Mayor Gasparini stated that Redwood City was very fortunate to have such a caring staff and she was happy to recognize staffs participation in the "Employee Giving Campaign" which resulted in a 30% increase in donations to the United Way, SHARE, and Combined campaign over last year's total. Mayor Gasparini thanked the "Employee Giving" committee chairpersons who were in attendance: Sherri Marubayashi, Chuck Ashton, Laurel Blaemire and Holly Nazar, and presented them Certificates of Appreciation. WRITTEN COMMUNICATIONS A. Letter from Frank Jordan, Mayor of San Francisco, California, regarding the Hetch Hetchy Water and Power System. (203,802) Curt Luck, City Engineer, advised Council that Mayor Jordan was leaving for Washington on Tuesday, January 24, 1995, and the Council needed to take action tonight. City Engineer Luck advised that the "Contract with America" sponsored by the Republican Party addressed revenue enhancements, and in the fine print it mentioned taking over the Hetch Hetchy System as a revenue producer. The Hetchy Hetchy System services parts of the Bay Area and Redwood City and this proposal is of great concern to the staff. City Engineer Luck advised that the City would be doing a technical follow-up to the letter proposed by Mayor Jordan, and that this letter is a soft step forward, not a hard position.
