Solid Waste Collection Rates - recommendation to adopt a volume based rate program <br /> immediately for residential accounts and phase in commerciataccounts over a two-year <br /> period <br /> REPORT: Finance Director, January 30, 1995 <br /> Finance Director Ponty presented the staff report and described the overall revenue <br /> increase of 12.1 %. Director Ponty presented a brief overview of the rate regulation <br /> process beginning at the curbsides in Redwood City to the transfer station in San Carlos to <br /> the County landfill in Half Moon Bay. The process involves three governmental agencies <br /> regulating rates. The landfill and transfer costs are established first, and that leaves the <br /> Cities collection rates to be established last. In 1994, the County and Transfer rates were <br /> increased by 39% demonstrating that using landfill is an expensive way to deal with solid <br /> waste. <br /> Director Ponty described how this recommendation meets the six guiding principles <br /> established by Council and listed in the subject staff report. <br /> Director Ponty stated that the recommendations in the staff report are the result of <br /> increased landfill costs and a shift to jurisdiction based rates. The volume based rate <br /> structure produces a rate per gallon for residential customers and a rate per yard for <br /> commercial customers. Previously a lower rate was paid by those who generated larger <br /> amounts of waste. The shift to volume based rates should provide an incentive to recycle <br /> and reward those already doing so. <br /> Councilwoman La Berge, Redwood City representative to SBSA, and Chair of the <br /> Council Utilities Committee, spoke in favor of the proposal and complimented the staff for <br /> their work. <br /> Councilwoman Buchan advised that this issue was brought to the Neighborhood co- <br /> chairs by Director Ponty in October. <br /> Councilwoman Howard added that Director Ponty also brought this issue to the Senior <br /> Affairs Commission and to the Chamber of Commerce last year. <br /> TITLE READ.
