<br /> City Engineer Luck stated that a four inch perforated diameter pipe was part of the <br /> leachate system and is pumped into Pump Station No. 12. There is virtually unlimited <br /> capacity to receive that leachate, which can be treated without any problems whatsoever. <br /> Mayor Gasparini advised that these issues would resurface after the design element of the <br /> Specific Plan was proposed, and would be considered by the Integrated Waste <br /> Management Board under greater scrutiny than the Council was able to do. <br /> In response to Council questions, Kenneth Rodriguez, project architect, described more <br /> technical aspects of proposed construction and what safeguards were in place to prevent <br /> problems if the cap was penetrated.
