Appeal of the Planning Commission's certification of a Supplemental EIR (Health Risk <br /> Assessment and Technical Addendum) for a 980,000 square foot office and research! <br /> development complex - appellants, Laverne Atherly, President of Redwood Shores <br /> Homeowners Association and Carol Ford, Chairperson,_Committee on Westport; Appeal <br /> Letter cited "the Health Risk Assessment is based upon inadequate testing at the Westport <br /> site." <br /> Property Location: 601-701 Marine Parkway; being 85.285 acres, Parcels A and B, PM <br /> 54/72-73; APN 095-012-150, 220, 270, 280; "CP" (Commercial Park) Zoning District. <br /> THE PUBLIC HEARING WAS OPENED, PUBLIC TESTIMONY HEARD, AND THE <br /> HEARING CLOSED ON JANUARY 16,1995, AS PUBLISHED. <br /> REPORT: Letter from La Verne Atherly and Carol Ford, January 27, 1995, requesting <br /> the opportunity to provide additional information on their appeal. <br /> Mayor Gasparini advised that the subject letter would become part of the appeal process <br /> record. <br /> La Verne Atherly, 515 Cringle Drive, Redwood City, appellant, made a correction to the <br /> subject letter Page 2, Paragraph 2: it should read the EIR was based on one EPA study. <br /> Mr. Atherly advised that the original testing done by the EP A in 1988 and 1989 and shown <br /> on the map provided by Mr. Peterson of the County indicating all the test well sites and <br /> their depths, the mound area covering the heaviest pollutants did not have a test well <br /> greater than three feet. Mr. Atherly stated that the other test wells greater than three feet <br /> were done in the perimeter area, the panhandle area around the mound, and that was one of <br /> his concerns. Mr. Atherly stated that the EP A was interested in what gases were escaping <br /> the cap site. The other studies were based on that EP A study and did not address what <br /> would happen when the clay cap was pierced. Mr. Atherly said that the health risk <br /> assessment process was not an exact science and was treading on new ground; that the <br /> only purpose to have one is to show the community that the City is trying to comply and <br /> looking out for the welfare of the community. Mr. Atherly stated that the health risk <br /> assessment is not doing the job the City thinks it is. <br /> Carol Ford, 360 Bowsprit, Redwood City, appellant, stated that Kobe was built on land <br /> fill also, and that adds greater seismic concerns about this project. Mrs. Ford said that she <br /> was interested in having safeguards involved in the building of the project that would take <br /> into account the new seismic issues surrounding Kobe, especially since the discovery of <br /> the new faults in the bay. Mrs. Ford stated that the weight of the cars and buildings on the <br /> mound site would cause greater compaction, decomposition and more fumes escaping <br /> which happened in Mountain View when water penetrated the cap.
