Code Enforcement in Redwood City: Background; Pro-Active Code Enforcement <br /> Approach; Reactive Code Enforcement Approach; City Attorney Involvement; Results of <br /> Council and Pride and Beautification Survey; and Staffs Approach. <br /> REPORT: Building Department, February 1, 1995 <br /> Senior Building Inspector Schnell described the history, procedures and Building Code <br /> violation statistics in Redwood City. Inspector Schnell explained the types of complaints <br /> received, how they were handled, the many chances Code violators were given, and the <br /> successful impact of Community Policing Officers issuing citations. Building Inspector <br /> Chew described her proactive approach to Code Enforcement and the success of <br /> identifying and working with Code violators before complaints are reported. City <br /> Attorney Schricker described judicial remedies and their consequences. Inspector Schnell <br /> described the new interdepartmental approach to Code enforcement involving Community <br /> Policing officers, Fire Department personnel, Community Development, County Health <br /> Department, Peninsula Conflict Resolution Center and the Attorney's office. Inspector <br /> Schnell described the results of the Code Enforcement priority surveys from the Council <br /> and the Pride and Beautification Committee. <br /> Council Members supported the Building Department's intention to be more assertive in <br /> forcing compliance with the City's Codes; and the zero tolerance, more aggressive and <br /> interdepartmental action that will be taken against repeat offenders. Council suggested <br /> more education and publicity were needed to alert people to the City's Codes, including <br /> political signs; asked the Building Department to involve the neighborhood associations <br /> and other interested groups in identifying problem areas; and asked staff to prepare a <br /> resource list to assist people in reaching compliance. <br /> MEMO 2/7/95 <br /> PUBLIC COMMENT: <br /> Ralph Garcia, asked Council to have the Code Enforcement Officers remove the illegal <br /> A-frame signs on sidewalks and plywood signs in windows on El Camino Real. <br /> G.J.
