This annual event helped qualify Redwood City <br /> as a Tree City USA. <br /> C. Mayor Gasparini announced that on February 24, 1995, the American Legion and <br /> Redwood City Almanac presented its Outstanding Citizen of the Year award to Pauline <br /> Truscelli. Betty Moran, Daniela Gomez and Pauline Truscelli were the three finalists. <br /> Mayor Gasparini advised that the Council would present a proclamation to Pauline on <br /> March 27, 1995. <br /> MEMO 1/28/95 <br /> At this time the fire alarm system in the Board of the Supervisors Chambers sounded and Mayor <br /> Gasparini declared a recess at 8:03 P.M. <br /> The fire alarm system testing was concluded and the meeting reconvened at 8:16 P.M. <br /> 8. STAFF REPORTS <br /> A. Redwood Shores Specific Plan and Westport Development Agreement (109) <br /> REPORT: Planning Director, February 27, 1995 <br /> Planning Director Patterson presented the staff report and advised that the Council was <br /> to vote on the Specific Plan, consider and make decisions on the last ten items still under <br /> negotiation in the Development Agreement with Westport Investments, developers Peery <br /> & Arillaga, and approve the Development Agreement. Director Patterson advised that <br /> the Redwood City Planning Commission unanimously approved the specific Plan and <br /> Development Agreement. <br /> Mayor Gasparini called upon those members of the audience who had submitted <br /> speaker's cards. <br /> Michael Dean Hitchcock, 1508 Redwood Avenue, Redwood City, advised he disagreed <br /> with the opinion that the original 1985 agreement tied the City's hands in negotiating <br /> with the developer, as it was clear the developer did not want to build the originally <br /> approved development. Mr. Hitchcock advised that the proposed development of low <br /> campus type buildings was the major contributor to the deteriorating traffic situation in <br /> the Bay Area. They are designed to encourage single occupancy vehicles by making <br /> parking the center piece of these kinds of development.
