<br /> II. Departments are encouraged to experiment with new programs/service levels, that <br /> reflect the priorities listed in III below. In doing so, departments should also list <br /> which existing programs or service levels could be eliminated without violating <br /> the above stated priorities. <br /> III. Changes in programs or service levels should reflect: <br /> a) The City council's priorities;educationlschools/youth; public safety; and <br /> economic development <br /> b) The Council's continued endorsement for staff s entrepreneurial effort. <br /> c) Redwood City's organizational values and picture of the future. <br /> IV. All departments will list their three least useful or used programs, projects or <br /> events. <br /> V. Council will give staff the authority to review city fees in order to bring them in <br /> line with comparable market data (i.e. other cities.) Before any fee increases are <br /> proposed to or bought back to Council, staff would be required to: <br /> Have the City Council review a set of guiding principles and approve those <br /> principles. <br /> Work with special groups (i.e. the Chamber/seniorslNeighborhood Associations, <br /> etc.) to obtain their input. <br /> It is important to start this review process, as it can be quite lengthy. <br /> VI. The purpose of guidelines III, IV, and V is to provide the City Council with <br /> budget choices and alternatives to assist them in implementing their priorities. <br /> VII.
