<br /> Pete Hughes, 18 Admiralty Court, Redwood City, asked Council to include a police and <br /> fire station facility in Redwood Shores in the FY 1995196 budget; and advised there was <br /> a piece of land available for construction of a such a facility, that if not used soon would <br /> revert to its previous owner. Mr. Hughes stated that all the new civic buildings were <br /> being built in central Redwood City and none in the Shores, and the people there felt <br /> isolated. <br /> John Mooney, 980 Pleasant Hill Road, Redwood City, also asked Council to include a <br /> public safety facility in Redwood Shores in the FY 1995/96 budget; and added that <br /> governmental fees cannot be money-making and must only pay for the actual service and <br /> cannot produce a profit. Certain court decisions have allowed up to 8% maximum over <br /> actual costs. <br /> Joe Steinfeld, 850 Main Street, Redwood City, advised that the cost of debt service was <br /> not included in the documents presented to Council; there is no contingency for further <br /> state takeways or a future recession; Redwood Shores is at buildout and the City should <br /> not plan on any more revenues from new developments in Redwood Shores; and stated <br /> that the "drop in property values in Redwood City as compared to the general property <br /> values...and that is due of course to a 20% undermanned police force and schools which <br /> by comparison to the facilities that our bureaucrats are now...having put at their disposal <br /> are really almost in ghetto shape." Mr. Steinfeld went on to list those projects built by <br /> the City he continued to oppose. <br /> Don Saye, 2021 Broadway, Redwood City, advised that although there is some <br /> sentiment against parking meters in the downtown area, the revenue was a welcome <br /> addition to the City's coffers. <br /> In response to further questions from Council regarding public safety facilities in <br /> Redwood Shores, City Manager Everett advised that the staff understood how <br /> important this issue was to the Council; the time and place to discuss this type of project <br /> is during the budget review of Capital Improvement Projects; and the Five- Year Budget <br /> Projection did not include C.I.P. <br /> MIS: STEINFELD/ TO APPROVE THE SUGGESTED LIST OF <br /> BUDGETARY GUIDELINES WITH THE MODIFICATION IN THE FIVE-YEAR <br /> PLAN TO INCLUDE A STUDY AND PREPARATION OF A POLICE AND FIRE <br /> SUBSTATION IN REDWOOD SHORES. <br /> The motion died for lack of a second. <br /> MINUTE ORDER NO. 94-054 <br /> MINUTE BOOK NO. 53 <br /> Page No. 088 Special Council Meeting Minutes <br /> March 6, 1995 <br /> Page 4 <br />
