<br /> General Services Director Ingram reviewed the information that went to the <br /> neighborhoods. He described the total costs of the current stormwater program for FY <br /> 1994/95 of$741,000 plus additional monies paid to take care oflagoons, the shores and <br /> sewer and storm systems out at Seaport Centre. The figure is a current recap of what the <br /> city spent this fiscal year. Capital funds to support the stormwater system are also needed. <br /> The committee used the budget number of $862,000 and considered what it would take in <br /> fees to support that level of capital financing. The User Fee Category chart refers to the <br /> City of San Carlos because they are a neighboring city and they have a good clean simple <br /> formula to divide the categories of their user fees. Costs are based on the Dwelling Unit <br /> Equivalent (D.U.E.) factor. One of the questions that will be looked at is what is a <br /> reasonable distribution of costs by category group. <br /> Vice Mayor Hartnett asked whether the imposition of this fee is simply by a majority <br /> vote of the Council and not subject to a vote by the electorate. General Services Director <br /> Ingram replied that user fees can be enacted by a majority of the City Council. <br /> City Attorney Schricker stated that there would be a publication of hearing, a hearing on <br /> the initiation of the fee and a full engineers report. <br /> General Services Director Ingram confirmed a fee would be established based on the <br /> engineer's report and the data would be given to the County Assessor who would then add <br /> it as a line item to the parcel tax roll. <br /> Robert Eppler of Brian Kangas Foulk spoke about several approaches that can be used <br /> for collection. <br /> City Attorney Schricker requested that the staff look at options in terms of first year start <br /> up and notification requirement costs. <br /> MEMO 4/18/95 <br /> Mayor Gasparini asked why parcels and households are billed when autos are a main <br /> source of pollution.
