<br /> Robert Eppler stated that mobile home parks were considered in the study, they looked at <br /> the number of units to the size of the property and the number of parcels that fall in this <br /> category. The recommendation suggests that mobile home parks be considered in the <br /> same category as single family/duplex. <br /> Vice Mayor Hartnett asked for further information on mobile home parks and the <br /> economic consequences. Robert Eppler stated that the charge goes against the assessor's <br /> parcel. The economics are between the mobile home park operator and the individual <br /> number of units and how they wish to distribute the costs. <br /> General Services Director Ingram stated that one of the more frequently asked questions <br /> is, if the city has spent general fund money why not continue to spend it? Prior to the <br /> mandate the money was expended in various other programs such as streets, there was not <br /> a storm section that was drawing directly from the general fund. The legislation came into <br /> effect in 1987 and is grandfathered in the program. The level of funding can sustain the <br /> program and also enable the city to solicit work from other jurisdictions to bring money to <br /> the program which will be a win/win solution. <br /> Rene White, Co-Chair of the Farmhill Neighborhood Association requested information <br /> about monitoring the program. <br /> General Services Director Ingram stated that a component of the county-wide program <br /> is called collaborative monitoring with San Mateo and neighboring counties pooling <br /> resources to work with the Regional Water Quality Board to come up with protocol for <br /> sampling and monitoring runoff. Next year will be the base year and the third year of a <br /> five year plan. <br /> Keith Daum, Scott Avenue Neighborhood Watch Association, asked about fees for public <br /> parks, city facilities, schools, city community centers, the marina; how to handle situations <br /> where there is abuse of the storm drain; and dealing with flood areas. <br /> Robert Eppler stated that the Council has some discretion on tax options and this can be <br /> looked at on a case by case basis. <br /> Mayor Gasparini suggested that the City Attorney may want to look at alternatives on <br /> handling violations for abuse of storm drains. <br /> MEMO 4/18/95 <br /> Ralph Garcia, Ralph's Vacuum and Sewing Center, Redwood City, expressed concern <br /> with fees that may effect businesses. <br /> Mayor Gasparini requested information on GID 1-64 Redwood Shores assessment. <br /> General Service Director Ingram stated that more information will be provided in the <br /> engineers report. <br /> Regular Adjourned Council Meeting/Study Session Minutes MINUTE BOOK NO.53 <br /> Page No. 137 <br /> April17,1995 <br /> Page 4 <br /> -..,. <br />
