<br /> Councilman Sanfilipo spoke about reclassifying some items on the draft stormwater user <br /> fee list. <br /> ~ <br /> Vice Mayor Hartnett requested that staff approach this stormwater maintenance program <br /> from a enterprise fund concept. The total amount reflected in the chart should not be <br /> funded through an assessment and Redwood City needs to take into account some amount <br /> of money even though Redwood City did not have a stormwater mandate. Some funds <br /> would have been spent in a normal course even though Redwood City would like to have <br /> another revenue source for it. An engineer's report would be able to justify a nexus <br /> between fees charged and the effects of the stormwater and the benefits of the fee. <br /> Looking at the difference between the base year it seems the range may be in the area of <br /> $500,000 as an appropriate figure. Vice Mayor Hartnett prefers not to have the utility <br /> users tax portion going into the capital improvement program. <br /> Councilwoman LaBerge noted that the utilities committee will be meeting May 4, 1995 <br /> and requested that comments be forwarded to General Services Director Ingram. <br /> Mayor Gasparini concurs with Vice Mayor Hartnett as far as the cities ability to fund <br /> some programs whether or not this program was in place. Mayor Gasparini wants to look <br /> at a partnership, maintaining a portion of the fee in the general fund, differences with the <br /> added public awareness costs, and assessment values on parcels. <br /> ------------------------------------------------------------------------------------------------------- <br /> Mayor Gasparini declared a recess at 8:45 p.m. <br /> Meeting adjourned at 8:55 p.m. <br /> ------------------------------------------------------------------------------------------------------- <br /> B. Sanitary Sewer Service Charges for FY 1995/96. <br /> Staff Supplemental Report: General Services Department, April 17, 1995 <br /> General Services Director Ingram discussed Sewer Enterprise Fund budget projections. <br /> During the budget process his staff will be working with the committee and then will come <br /> back to the Council. <br /> Mayor Gasparini asked for clarification figures in the stormwater NPDES program and <br /> whether this figure will increase or decrease next year. General Services Director <br /> Ingram stated that the numbers presented on the chart will not change tremendously. The <br /> negative $275,000 between revenues and expenditures for the year ending fund balance <br /> 6/30196 is the contribution that the sewer enterprise fund will be making to stormwater <br /> next year if the city did not do any fees.
