<br /> C. South Bayside System Authority (SBSA) Sewer Treatment Plant Expansion. <br /> Staff Report: City Engineer, April 12, 1995 <br /> City Engineer Luck introduced Senior Civil Engineer Lowell Sue, and Jim Bewley and <br /> Ken Kaufman from S.B.S.A. <br /> Senior Civil Engineer Lowell Sue discussed wastewater treatment capacity fees and the <br /> process for future plant expansion. S.B.S.A. is working on an environmental review to <br /> have more capacity available. The City will be required to go through the public hearing <br /> process for an increase in rates. <br /> Councilwoman LaBerge Council representative for S.B.S.A. emphasized that it is in the <br /> interest of Redwood City to go forward with this process. The four cities represented are <br /> San Carlos, Belmont, Menlo Park and Redwood City. <br /> Jim Bewley stated that there is support from the building industry association. <br /> D. Discussion of Redwood City Water Rates and Basic Service Charges for FY 1995/96. <br /> General Services Director Ingram discussed lifeline rates. The current picture looks like <br /> a status quo year for water rates. More information will be available on May 4th when the <br /> committee meets and any action or recommendations will come back to the Council. <br /> Keith Daum asked for information to determine internal vs. landscaping water usage, <br /> General Services Director explained the formula and the appeal process. <br /> E. Recommendations and/or directions to staff - next steps. <br /> Councilwoman Howard asked for guidelines and direction. General Services Director <br /> Ingram will come back to Council with an ordinance to separate the sanitary sewer <br /> ordinance from the stormwater ordinance which will help with enforcement of the <br /> stormwater ordinance. <br /> MEMO 4/18/95 <br /> City Attorney Schricker stated timing is critical and the committee will need to look at <br /> the methodology for collecting fees. <br /> Mayor Gasparini stated that the committee will need to look at what is funded through an <br /> assessment, what is funded through the general fund and if there can be a partnership. <br /> MEMO 4/18/94 <br /> City Manger Everett stated that this issue will come back to the full Council. <br /> Regular Adjourned Council Meeting/Study Session Minutes <br /> April 17, 1995 MINUTE BOOK NO. 53 <br /> Page 6 Page No. 139 <br />
