Related Sections <br /> Parking System Description <br /> 1.2 GARAGE PARKING ACCESS AND REVENUE CONTROL(PARC)SYSTEM: <br /> A. System Description <br /> PARCS at two (2) off-street parking facilities ("garages") that will be integrated and remotely <br /> monitored by a Central Monitoring Station (CMSj for customer support and revenue security <br /> oversight. The System must be remotely accessible over an encrypted internet-based (TCP/IP) <br /> network. <br /> The overall System shall: <br /> 1. Support the operators' management of the facility. <br /> 2. Provide remote monitoring(CCN)and intercom assistance to users on the PARCS. <br /> 3. Provide revenue security. <br /> 4. Provide quick and easy customer interaction with PARCS. <br /> 5. Provide a high resolution video to the FMS and CMS of all PARCS with which a customer <br /> interacts. <br /> 6. Provide the ability for FMS and CMS to remotely issue replacement tickets to the pay <br /> stations and ticket acceptors (e.g. lost or damaged tickets,etc.). <br /> 7. Allow remote programming of all pay stations and lane equipment. <br /> 8. Allow for remote vending of gates. <br /> 9. Be able to read Bar codes and QR codes as a means for validation. <br /> 10. Use credit and debit cards for in-lane payments and card-in/card-out features. <br /> 11. Include proximity access card readers for access by monthly parkers. <br /> B. The System must also: <br /> 1. Provide comprehensive and reliable system reporting for sound revenue security controls. <br /> 2. Provide accurate and auditable fee computation through automation. <br /> 3. Incorporate multiple levels of security and PARCS access control both onsite and remotely. <br /> 4. Provide a comprehensive and cohesive methodology for auditing the system, showing <br /> every transaction performed in the facility and identifying each and summarizing all <br /> exception-based transactions performed. <br /> 5. Provide secure,Web-based access to the CMS for all functions.The City shall be able to <br /> gain access to PARCS data via a web enabled browser, within the local network. <br /> 6. Provide near real time transaction times for each of the PARCS equipment. <br /> 7.
