April 22, 2002 <br /> <br />Subject <br />2001-2002 Cost Shared Sidewalk Repair Project <br /> <br />Recommendation <br />By Motion, approve Change Orders No. 1, 2, and 3 for the 2001-2002 Cost Shared <br />Sidewalk Repair Project to L & B Engineering, Inc. of San Francisco, CA, for the total <br />amount of $62,668.00. <br /> <br />Background <br />On February 25, 2001, the City Council approved the contract documents and <br />specifications and authorized the City Clerk to call for bids for the subject contract. <br />The proposed contract was duly advertised and five sealed bids were received and <br />opened at the Office of the City Clerk on April 25, 2001. On May 18, 2001 the City <br />Council awarded the contract to the lowest responsible bidder, L & B Engineering, <br />Inc. in the amount of $245,950.00. L & B Engineering has been performing the cost <br />shared repairs to the contract specifications. As the scope of the project neared <br />completion, additional cost shared co-payments have been received, and the work has <br />been scheduled by staff. <br /> <br />Staff provides an average of 350 cost shared estimates to property owners each year, and <br />experiences about a 20% acceptance rate. Staff places a requested response date on the <br />estimates to encourage prompt response, minimize people paying near the end of the <br />contract, and to avoid change orders or retu[ned co-payments. Typically, staff receives a <br />few payments from interested property owners many days after the deadline requested for <br />reply from the estimate. This year, we have received a'greater amount of payments as the <br />contract approached the cap amount. Staff believes it is in the City's best interest to <br />extend the current contract and not return the payments we have received to this point. <br /> <br /> Staff stopped offering cost shared opportunities in February 2002, and has only been <br /> providing sample estimates to provide information for inclusion in the next contract. Public <br /> Works Services crews are performing temporary repairs at damaged sites to maintain <br /> sidewalks in a reduced risk condition until the next cost shared contract can facilitate <br /> repairs. <br /> <br /> The three change orders amount to a total contract change of $62,668.00, a 25.5% <br /> increase: <br /> <br /> 01-02 Cost shared change orders <br /> Page 1 of 2 <br /> <br /> <br />
