IREPOR T the Honorable Mayor and City Council <br /> <br /> From the City Manager <br /> <br />April 22, 2002 <br /> <br />Subject <br />Water Recycling Project <br /> <br />Recommendation <br />By resolution, authorize the City Manager to execute a water recycling facilities <br />planning grant application for the water recycling project <br /> <br />Background <br />On March 11,2002, the City Council approved a resolution ~uthorizing the City Manager to <br />execute state grant and loan applications for construction of water recycling facilities. This <br />companion action allows the City to apply to the State Water Resources Control Board <br />(SWRCB) for a facilities plannin.q grant in an amount not to exceed $75,000.00. Planning <br />work eligible for reimbursement includes current professional services agreements with <br />Kennedy / Jenks, CH2M HILL (CEQA documentation), and The Sandul Company (public <br />information). Only those work activities and deliverables which are rendered after the <br />SWRCB approves the grant may be compensated. Staff estimates that sufficient work is <br />yet to be completed such that $50,000 to $75,000 of grant funds should be realized. An <br />additional benefit of this application is that successful planning grant applications are <br />viewed by the state as favorable indicators of water recycling projects that will likely be <br />approved and constructed by local government agencies, therefore making them more <br />competitive for construction funding. <br /> <br /> Alternative <br /> Do not authorize the resolution and give direction to staff. <br /> <br /> Fiscal Impact <br /> The work required to process initial applications and coordinate ,vith the SWRCB will be <br /> completed under the current scope of services provided by Kennedy/Jenks Consultants. <br /> Application now will not commit the City to approve and construct the project, nor will this <br /> action pre-empt the Utilities Committee and Council from considering a range of financing <br /> alternatives as they make final project decisions in the summer of 2002. <br /> <br /> Peter Ingram .~ Ed Everett <br /> Director, Public Works Services City Manager <br /> <br /> Attachment <br /> Resolution <br /> <br /> <br />
