REPORT <br /> To the Honora ' Council <br /> <br />April 22, 2002 <br /> <br />Subject <br />Resolution amending policy on military leave salary and benefits <br /> <br />Recommendation <br />That City Council adopt a resolution to amend the current military leave policy to provide <br />salary and benefits continuation for the duration of an employee's active military duty. <br /> <br />Background <br />On October 8, 2001, in the aftermath of the events of September 11, 2001, City Council <br />passed resolutions to continue salary and health insurance coverage for the first 30 days of <br />military duty. Then, for a period of up to six months, pay the difference between regular <br />earnings and those provided by the military, with full health coverage. <br /> <br />Staff recommends that Council approve a resolution that amends the policy originally <br />approved in October 2001 to extend the period by which the City pays the difference <br />between the regular pay and military pay, with full health coverage, from six months to the <br />duration of the employee's active military duty. <br /> <br />Alternative <br />The alternative would be to have Council approve a resolution that amends the policy <br />originally approved in October 2001 to extend the period by which the City pays the <br />difference between the regular pay and military pay, with full health coverage, from six <br />months to November 30, 2002. <br /> <br />Fiscal Impact <br />It is difficult to know how many more employees will be called into active military duty and <br />for how long. However, costs beyond the first 30 days will be partially offset bythe military <br />earnings provided to reservists. <br /> <br />With regard to the alternative, although it is anticipated the Police Department employee <br />who is currently on military leave will return in November of 2002, it is difficult to know with <br />certainty when he will return. Assuming he is out through the end of November 2002, the <br />fiscal impact will be $38,843.04.
