Borland, Director, Human Services Agej~cyd~ <br /> Smart Oppenheim, Director, Children and Family S~i~s <br /> <br />SUBJECT: Agreement between Human Services Agency (I-ISA), the City of Redwood City <br /> (CRWC) and Redwood City Elementary School District (RWCESD). <br /> <br />RECOMMENDATION <br /> <br />Approve an Agreement between County of San Mateo (Human Services Agency), the City of <br />Redwood City and Redwood City Elementary School District to contribme funds to the <br />Redwood City Family Centers for their Family Resource Centers located at Taft, Fair Oaks and <br />Hoover Schools. The term of the Agreement is July 1, 2001 through June 30, 2002. <br /> <br />BACKGROUND <br /> <br />Since 1998, the County of San Mateo, the City of Redwood City and Redwood City Elementary <br />School District each contributes financial support to the Redwood City Family Centers (formerly <br />the Healthy Start Network). The Redwood City Family Centers, through their Family Resource <br />Centers, provide educational support and community development activities to a community of <br />2,000 residents in San Mateo County. Family Resource Centers are located at Taft, Fair Oaks <br />and Hoover schools and the study shows the academic scores of the children have increased <br />every year. <br /> <br /> DISCUSSION <br /> <br /> The goals and objectives of the Redwood City Family Centers are to expand the Family <br /> Resource Centers and to improve the educational success of children through impacting social <br /> skills and behavior and increasing family involvement in their child's education. They will also <br /> offer child abuse and neglect prevention services. <br /> <br /> This year there are plans to add one additional Family Resource Center at the John F. Kennedy <br /> Middle School, and to offer the Early Intervention Program to include the entire pre-school <br /> population in the Redwood City Family Centers. The City of Redwood City has supported these <br /> expansions by doubling its contribution. The County and School District will each continue their <br /> current level of support. Human Services Agency experienced a delay in completing this <br /> Agreement because of time required for negotiations, review and approval of the Agreement by <br /> the City Attorney. <br /> <br /> <br />
