<br />Councilman Sanfilipo stated that the Council and all developments had to respect its <br />neighbors. The proposed development would create so much traffic that it would negatively <br />impact the quality of life of Redwood City residents, including Woodside Road, and he had real <br />concerns about the compatibility issues. <br />Planning Director Patterson advised that many of the questions asked at the meeting were <br />answered in the Certified EIR, described the legal procedures available to the Council after the <br />developer requests actions to proceed, and the consequences of those decisions: Director <br />Patterson described all the hearings that were forthcoming including, Article 34 Prezoning that <br />allows the City to prezone land before annexation, options to prezone which are "GI" General <br />Industrial District and "IP" Industrial Park District, annexation and LAFCO approval, <br />development agreement prior to annexation, tentative map, planned development permit, final <br />map, and the architectural and building permits. In response to Council questions Director <br />Patterson stated it would be difficult to guess how long that whole process would take. <br />Vice Mayor Hartnett advised that it was up to the developer to choose to go forward and <br />apply for the needed approvals and permits, and if the City were to receive an application <br />requesting numerous action items that were on the above list, the City would have in its <br />discretion to choose which would go first, and the prezoning would be the simplest of the <br />decisions to make. <br />Director Patterson agreed and advised that doing the prezone first would be the simplest and <br />most direct way to go as it gives a clear indication what the Council wants to do with this <br />development. After that decision several of the other actions could be bundled together. <br />City Attorney Schricker advised that the City could only respond to what the developer puts <br />before it. <br />At 11:13 P.M., MIS: LA BERGEIHOWARD TO CONTINUE THE MEETING UNTIL 11:25 P.M. <br />MOTION FAILED ON THE FOLLOWING VOICE VOTE.
