<br /> General Fund. Director Ingram stated that getting cars off the streets so the <br /> sweepers can do their job is a major problem, and more education to raise public <br /> awareness will be conducted in that area. <br /> In response to Council questions, Director Ingram described the CCAG and County <br /> plans that have been in place for over three (3) years, and the amount of money the <br /> County has collected. Director Ingram stated that if the Council approved the present <br /> recommendation and the fee for service, the County, through its funding mechanism <br /> of the Flood Control District, would charge Redwood City property owners a lesser <br /> amount. Director Ingram stated that the County plan is aimed at best management <br /> practices and has targeted several known polluters, such as gas stations, with special <br /> educational materials. <br /> 2. Open public hearing; <br /> Mayor Gasparini opened the Public Hearing at 8:58 P.M. <br /> MINUTE ORDER NO. 95-148 <br /> 3. Hear public comment; <br /> Mayor Gasparini called on those audience members who had submitted speaker's <br /> cards: <br /> Manfred Maier, 196 Orchard Avenue, spoke in opposition to this fee for service <br /> stating his business was not serviced by the storm drain system. <br /> Jack Greenalch, 111 Wellesley Crescent, former Councilman, urged the Council to <br /> vote "yes" on staffs recommendation stating that all mandates are not bad, and this <br /> was a quality of life issue that was worth paying for. <br /> Bonnie Miller, 1224-5th Avenue, seconded Mr. Greenalch's comments and described <br /> her neighborhood and the flooding she and her neighbors are forced to endure during <br /> heavy rains. Mrs. Miller stated that the past year, due to storm drain cleaning efforts <br /> they experienced the least flooding in years, and urged the Council to support a <br /> program that addressed flooding in Friendly Acres and pollution of the bay as well. <br /> Dom Infantino, 1861 Palm Avenue, read a letter from the San Mateo County <br /> Association of Realtors urging a "no" vote on the tax as it would discourage home <br /> buyers. Mr. Infantino urged Council to vote "no" on funding City services through a <br /> property tax as it sets a bad precedent, and suggested a direct billing would be more <br /> appropriate if the City insisted on raising money to fund the program. <br /> Peter I. Hughes, 18 Admiralty, stated that the Council should not let itself be dictated <br /> to by an outside agency.
