6.3.C. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 12, 2015 <br /> SUBJECT <br /> Resolution amending the City of Redwood City's classification and salary plan. <br /> RECOMMENDATION <br /> Adopt a resolution amending the City's classification and salary plan to establish the <br /> classification of Parking and Transportation Demand Manager. <br /> BACKGROUND <br /> In support of the City's Strategic Plan, Human Resources and Department staff work <br /> together to identify organizational changes to more effectively deliver the City's core <br /> services. When organizational changes are identified, amendments to the City's <br /> Classification and Salary plan are recommended in support of these changes. In <br /> November 2012, the City contracted with CDM Smith Inc. to complete a comprehensive <br /> review of the downtown parking program. One of the recommendations in the final <br /> report was to consolidate the management and administration of parking services under <br /> an individual parking manager. After further consideration and analysis, staff identified <br /> the need to create a new position and job classification to establish the position of <br /> Parking and Transportation Demand Manager to coordinate and administer the City's <br /> parking system. <br /> ANALYSIS <br /> The success of any multi-faceted parking system is dependent on the ongoing <br /> administration, management, and communication of the City's parking program. The <br /> City's parking system is large and complex, rivaling those of larger municipalities in size. <br /> Similarly, the policy dynamics that were established for the system in 2005 — for a <br /> market based and demand responsive parking program — require strategic, coordinated <br /> and professional oversight and guidance. <br /> At present, Redwood City's administrative system for managing parking is spread <br /> across seven departments or divisions, which include Engineering, Planning, Public <br /> Works, Police, Revenue Services, Information Technology and the City Manager's <br /> office. In total, 8.0 FTE of "city staff" are involved in the delivery of parking services. <br /> That 8.0 FTE is spread across 23 individuals. From a strategic management point of <br /> view, this hampers the City's ability to guide the parking system in a manner that gives <br />
