6.3.C. - Page 2 <br /> due diligence to the complexity of the existing system and the level of technical and <br /> response capability called for in policy and code. <br /> Industry best practices for administration and management of a parking "system" <br /> recommends a centralized program of management (on and off-street) under the <br /> purview of a professional parking manager. Centralized administration and <br /> management best supports the concept of an integrated parking system as all elements <br /> of the parking system (off-street, on-street and oversight of any third party provider) are <br /> consolidated within a single division and leadership structure. As such, administration <br /> and decision-making are structured to consider parking assets both individually and as <br /> a system. Resources can be managed in a tailored fashion where necessary and <br /> leveraged as appropriate and most efficient. <br /> As implementation of the Downtown Precise Plan continues, it has become increasingly <br /> clear that the success of Downtown will depend on the effective management of the <br /> parking supply as well as a robust program to reduce the number of employees driving <br /> alone to work. New development projects and their tenants will have transportation <br /> demand management programs that they are obligated to implement. A Parking and <br /> Transportation Demand Manager would be responsible for working with employers to <br /> ensure both that they are meeting their statutory requirements and helping them <br /> develop programs to maximize the number of people choosing alternatives to driving <br /> alone to work. <br /> On June 22, 2015, City Council approved funding in the fiscal year 2015-16 budget to <br /> create a regular full-time position to support the area of parking and transportation <br /> demand. Staff developed job specifications to accurately capture the scope and <br /> qualifications for this position. The recommended salary range for this position is $8,671 <br /> to $10,405 monthly, set by internal alignment at 22% below the Senior Transportation <br /> Coordinator, with consideration given to salary survey data of comparable <br /> classifications within a group of benchmark cities in the Bay Area. The City met and <br /> conferred with the Redwood City Management Employees Association (RCMEA), and <br /> the proposed classification and salary has been reviewed and approved by RCMEA, <br /> and will be included in the RCMEA bargaining unit. <br /> ALTERNATIVES <br /> • Council could direct staff to continue using existing staff to support in this area. <br /> • Council could direct staff to propose an alternative recommendation for a <br /> classification related to this function. <br /> FISCAL IMPACT <br /> Funds for this classification have been included in the Council approved fiscal year <br /> 2015-16 budget. <br />
