8.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 12, 2015 <br /> SUBJECT <br /> Two-Hour Parking Time Limit on Broadway <br /> RECOMMENDATION <br /> 1. Waive first reading and introduce Ordinance to amend section 20.96 of the Parking <br /> Ordinance to establish a two-hour parking limit on Broadway, from El Camino Real <br /> to Main Street. <br /> 2. Confirm the determination that the Ordinance qualifies as an exemption to the <br /> California Environmental Quality Act as a minor alteration to existing facilities. <br /> BACKGROUND <br /> Staff has been working with the Parking Advisory Committee to identify and address <br /> parking issues. An area of ongoing concern for downtown merchants is long-term <br /> parking in the prime parking spaces along Broadway, the retail heart of Downtown <br /> Redwood City. Staff had received numerous requests from retail shops owner to put <br /> time limitations on Broadway street parking, in order to increase turnover and free-up <br /> parking for retail customers. <br /> Based on that interest, staff is recommending that Council adopt 2-hour time limitations <br /> for street parking on Broadway, between El Camino Real and Main Street. The <br /> Downtown Precise Plan requires ground floor retail uses for this stretch of Broadway. <br /> The cost of downtown parking would not be impacted by the adoption of time <br /> restrictions. <br /> ANALYSIS <br /> The City completed a comprehensive analysis of downtown parking in 2013. Findings <br /> from that study include that: <br /> • 76% of vehicles parked on-street during the study period stayed for less than two <br /> hours, and <br /> • 24% of vehicles stayed for two or more hours (9% stay more than 6 hours). <br /> Instituting a two-hour parking limit along Broadway would meet the needs of most <br /> Downtown visitors, while discouraging the use of Broadway for long-term parking. There <br /> are approximately 95 street parking spaces on Broadway between El Camino Real and <br /> Main Street. Any driver who currently uses Broadway for long-term parking can be <br />
