8.A. - Page 2 <br /> accommodated in the City's off-street parking facilities or on side-streets where high <br /> turnover is less critical to supporting our Downtown retailers. <br /> If approved by Council, staff will coordinate with the Parking Advisory Committee, the <br /> Downtown Retail Task Force, and the Downtown Business Group to advertise these <br /> changes to the fronting properties, their tenants, and their clients. Outreach will also be <br /> done via the City's myriad social media channels. A notice was also sent to all <br /> Broadway property owners and tenants in advance of the Council meeting. Please note <br /> this notice indicated that the parking changes would be considered for a slightly larger <br /> stretch of Broadway (between Brewster and Chestnut). Staff ultimately recommended <br /> to put restrictions in the proposed area as it better aligns with the retail requirements in <br /> the DTPP and is closer to other longer term parking facilities. <br /> Staff recommends amending the Parking Ordinance to allow the City to establish a two- <br /> hour parking limit along Broadway, from El Camino Real to Main Street. Following <br /> outreach to businesses along the corridor, staff will install signs implementing this <br /> regulation. Staff will monitor what impact this has on downtown parking conditions, and <br /> will report back the finding to Council on a periodic basis. <br /> ALTERNATIVES <br /> Council may choose to: <br /> 1. Make changes to the proposed Ordinance. <br /> 2. Not adopt the proposed Ordinance. <br /> FISCAL IMPACT <br /> The cost to install the implementing signs should be less than $10,000 and would be <br /> paid from the Parking District Fund — Street System Maintenance Fund which has a <br /> balance of $343,132.75 as of August 31, 2015. At this time, it is unclear if and how <br /> parking citation revenue would be impacted — but they could increase if parkers <br /> disregard the posted time limits. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency under CEQA, the City of Redwood City has determined that adding <br /> parking time limits on Broadway is a minor alteration that meets the California <br /> Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15301, <br /> ("Existing Facilities") as it involves minor changes to parking signage on the street. <br /> JESSICA MANZI <br /> SENIOR TRANSPORTATION COORDINATOR <br />
