6.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 12, 2015 <br /> SUBJECT <br /> Purchase of one 2016 Ford F-550 Vacuum Vehicle under the National Joint Powers <br /> Alliance Contract 102811 <br /> RECOMMENDATION <br /> Approve by motion, the purchase of one 2016 Ford F-550 Vacuum Vehicle in the <br /> amount of $158,312.07 from National Auto Fleet Group under the cooperative <br /> purchasing provision of the National Joint Powers Alliance (NJPA) Contract 102811 bid <br /> through a competitive process by the NJPA in October 2011. <br /> BACKGROUND <br /> Redwood City's Fleet Replacement Program is designed to provide a logical method for <br /> evaluating vehicles and equipment in order to replace them at the most economically <br /> advantageous point in their life cycle. At pre-set intervals, vehicles and equipment <br /> undergo a thorough evaluation including but not limited to, age, mileage, condition, <br /> maintenance history, downtime, anticipated future repairs, usage, and vehicle <br /> capabilities. <br /> ANALYSIS <br /> The Public Works Services (PWS) Department owns and operates Redwood City's <br /> water distribution system. The Department utilizes a vacuum trailer for regular <br /> maintenance activities to ensure a reliable, high quality water system. Unfortunately, <br /> this equipment is now nearing the end of its useful life, and frequent and costly repairs <br /> have led to greater equipment downtime. Staff has determined that replacing the <br /> vacuum trailer is necessary in order to meet system maintenance demands. <br /> In addition to replacing the capabilities of the existing vacuum trailer, the proposed <br /> vehicle will provide added benefits such as improved worker safety and operational <br /> efficiencies through the mechanization of the valve maintenance program. Staff <br /> currently exercises the valves manually and the purchase of this vehicle would provide <br /> an opportunity to increase productivity. More specifically, the proposed vehicle will allow <br /> staff to: (a) vacuum debris from sub-surface valve vaults, (b) hydraulically exercise <br /> valves, and (c) integrate valve maintenance data with maintenance management <br /> software. <br />
