6.1.B. - Page 2 <br /> Under the City's Purchasing Ordinance (Chapter 2, Article VII of the Redwood City <br /> Municipal Code), the City utilizes competitive bidding in order to ensure that supplies, <br /> services, and equipment are purchased at the best value. Additionally, under Section <br /> 2.80, an alternative procedure may be used when it is more likely to obtain maximum <br /> quality, service or performance at a minimum price. One of the City's recognized <br /> alternative procedures is leveraged pricing that is obtained through the buying <br /> power of another agency and extending that organization's contract to benefit the <br /> City's proposed purchase in order to get the best quality and price. <br /> Staff indicates that under Section 2.80, purchase of the Ford vehicle under the <br /> NJPA awarded contract may be made for the following reasons: <br /> 1. Staff has reviewed the NJPA competitive bidding process, completed in October <br /> 2011 , and confirmed that the competitive bidding requirements are equivalent to <br /> those prescribed by the City's Purchasing Ordinance. <br /> 2. Staff has determined that the leveraged pricing through the NJPA is equal to or <br /> lower than the estimated purchase price through a competitive bidding process. <br /> ALTERNATIVES <br /> Council may choose not to approve the purchase of one 2016 Ford F-550 Vacuum <br /> Vehicle. The operations of the PWS Department would remain functional, but there <br /> would be no gains to efficiency and worker safety. <br /> Conducting a separate competitive bid process would likely not result in any cost <br /> savings as the NJPA bid process includes the same criteria as Redwood City's process. <br /> FISCAL IMPACT <br /> Funds for the purchase of one 2016 Ford F-550 Vacuum Vehicle is available in the FY <br /> 2015-2016 Equipment Replacement Fund in the amount of $158,312.07. <br /> ENVIRONMENTAL REVIEW <br /> This activity is not a project under CEQA as defined in CEQA Guidelines, section <br /> 15378, because it has no potential for resulting in either a direct or foreseeable physical <br /> change in the environment. <br /> ADRIAN LEE <br /> MANAGEMENT ANALYST <br />
