RFP 6.1.B. - Page 14 <br /> authorized signer in original ink on all copies to be considered. <br /> 3.13 Addendums to the RFP: The Proposer is responsible for ensuring receipt of all addendums to this <br /> RFP. <br /> 3.13.1 Proposer's are responsible for checking directly with NJPA, or checking the NJPA website <br /> for addendums to this RFP. <br /> 3.13.2 Addendums to this RFP can change terms and conditions of the RFP including the <br /> deadline for submission of proposals. <br /> F. QUESTIONS AND ANSWERS ABOUT THIS RFP <br /> 3.14 Upon examination of this RFP document, Proposer shall promptly notify the Manager of Bids and <br /> Contracts of any ambiguity, inconsistency, or error they may discover. Interpretations, corrections and <br /> changes to this RFP must be made by addendum. Interpretations, corrections, or changes made in any <br /> other manner will not be binding and Proposer shall not rely upon such. <br /> 3.15 Submit all questions about this RFP, in writing, referencing "PASSENGER CARS, LIGHT <br /> DUTY, MEDIUM DUTY, AND HEAVY DUTY TRUCKS WITH RELATED ACCESSORIES to <br /> Gregg Meierhofer, NJPA, 200 First Street NE, Staples, MN 56479 or RFP @njpacoop.org. Those not <br /> having access to the Internet may call Gregg Meierhofer at (218) 894-1930 to determine if addenda have <br /> been issued or to request copies of the RFP. Requests for additional information or interpretation of <br /> instructions to Proposers or technical specifications shall also be addressed to Gregg Meierhofer. NJPA <br /> urges Potential Proposers to communicate all concerns well in advance of the deadline to avoid <br /> misunderstandings. Questions received less than seven (7) days ending at 4:00 p.m. Central Time of the <br /> seventh(7th)calendar day prior to proposal due-date cannot be answered. <br /> 3.16 If the answer to a question is deemed by NJPA to have a material impact on other potential proposers <br /> or the RFP itself,the answer to the question will become an addendum to this RFP. <br /> 3.17 If the answer to a question is deemed by NJPA to be a clarification of existing terms and conditions <br /> and does not have a material impact on other potential proposers or the RFP itself, no further <br /> documentation of that question is required. <br /> 3.18 As used in this solicitation, clarification means communication with a Potential Proposer for the sole <br /> purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the RFP. <br /> 3.19 Addenda are written instruments issued by NJPA that modify or interpret the RFP. All addenda <br /> issued by NJPA shall become a part of the RFP. Addenda will be delivered to all Potential Proposers <br /> using the same method of delivery of the original RFP material. NJPA accepts no liability in connection <br /> with the delivery of said materials. Copies of addenda will also be made available on the NJPA website <br /> at www.nipacoop.org by clicking on"Current Proposals"and from the NJPA offices. No addenda will be <br /> issued later than five (5) days prior to the deadline for receipt of proposals, except an addendum <br /> withdrawing the request for proposals or one that includes postponement of the date of receipt of <br /> proposals. Each Potential Proposer shall ascertain prior to submitting a Proposal that it has received all <br /> addenda issued, and the Proposer shall acknowledge their receipt in its Proposal Response. <br /> 3.20 An amendment to a submitted proposal must be in writing and delivered to NJPA no later than the <br /> time specified for opening of all proposals. <br /> G. MODIFICATION OR WITHDRAWAL OF A SUBMITTED PROPOSAL <br /> 3.21 A submitted proposal may not be modified, withdrawn from or cancelled by the Proposer for a <br /> period of ninety (90) days following the date proposals were opened regarding this RFP. Prior to the <br /> deadline for submission of proposals, any proposal submitted may be modified or withdrawn by notice <br /> to the NJPA Manager of Bids and Contracts.
